The Florida Senate passed a proposed constitutional amendment that would create a $250,000 homestead exemption on non-school property tax levies — the largest property tax relief measure in Florida's history.
It still needs to pass at the November ballot, but if it does, the savings for Naples homeowners could be substantial. I put together a breakdown of exactly what it means and what to watch for.
How it rolls out
The exemption doesn't arrive all at once. If passed by voters, qualifying homeowners would receive a $150,000 exemption starting January 1, 2027. That increases to $250,000 on January 1, 2028, and adjusts for inflation each year after that. The full $250,000 super exemption applies to Florida residents who establish homestead on or before December 31, 2026. New residents arriving after that date receive a $50,000 exemption for their first four years, then qualify for the full amount.
What's protected and what isn't
The exemption applies to non-school ad valorem levies only — school board taxes are explicitly excluded. That's an important distinction for homeowners who want to understand exactly how much relief they'll see. The amendment also includes protection for small businesses: non-residential property assessment increases, currently capped at 10% annually, would be further capped at 5% beginning January 1, 2027.

Property taxes in Collier County are already relatively favorable compared to many other parts of the country — a significant factor in why high-net-worth buyers choose Naples over comparable markets in California, New York, or Illinois.
